　　英國環境署日前證實，印尼要求貴金屬回收英國收回其出口到印尼的1800噸有害廢金屬。這批廢金屬今年1月底在印尼最大貨運港丹戎不碌港被查獲，同時被查獲的還有來自荷蘭的24箱廢金屬。

　　，海關人員在查驗這批標記爲無害廢金屬的貨物時，發現集裝箱有液體滲漏，抽查後發現集裝箱裏除廢金屬外，還有瀝青、沙土、塑料、廢舊電腦主板等。抽查官員稱，這簡直就是將垃圾直接丟進了集裝箱。印尼在2月底宣布，查獲的這批廢金屬中含有砷、鉛、鉻等高濃度有害物質，有悖于印尼多項法規。爲此，印尼政府要求英國和荷蘭收回這批有害廢金屬。

　　這是近年來印尼海關查獲的最嚴重事件之一，反映了印尼這樣的發展中國家在處理來自發達國家的廢品時所面臨的困境。事實上，印尼環境廢五金回收保護法禁止進口危險有害廢品，印尼廢物處理法更是禁止進口任何種類電子零件回收的廢品。然而，出于經濟利益的考量，印尼貿易部下達法令，允許進口某些種類的廢品。

　　此次事件發生後，印尼環保人士紛紛要求政府采取嚴厲的措施打擊廢品進口，不管廢品是否有害，都不應當進入印尼境內。然而，經濟處于快速發展期的印尼對原材料需求旺盛，不可能完全禁止廢品進口。以這次事件爲例，海關人員在查獲有害廢金屬後，擴大了對進口廢品的搜查，扣留了大量進電子零件回收口廢金屬。但由于海關抽查能力有限，造成大量廢金屬滯留港口，印尼當地的鋼鐵制造商開始抱怨原材料供應緊張，影響生産。據印尼鋼鐵工業協會稱，印尼國內的原材料供應無法滿足當地的工業廢五金回收生産需要，當地鋼鐵生産商每生産600萬噸鋼坯和鋼板就需要750萬噸廢金屬，而其中70%的廢金屬來自進口。如果印尼禁止進口廢金屬，將對當地的工業生産造成嚴重影響。

　　目前，印尼已就此事對英國提起訴訟，並中古機械回收期望在3月底將這批廢金屬遣返英國。即使這批廢金屬能夠順利返還給英國，英國方面如何處理這批垃圾以及如何能保證不再運到其他國家都是疑問。

　　發達國家向發展中國家出口垃圾並不是新鮮事，但如何平衡好兩方的利益卻是需要關注的問題。發達國家應該負起自己的責任。英國和荷蘭都是控制有害廢物越境轉移的《巴塞爾公約》締約國，更應該在廢品出口上加強監查力度，不能因爲處理程序複雜、成本高昂而放任有害垃圾流入他國。印尼在加大對進口廢品監管力度的同時，還應當對允許進口的廢品制定明確的標准。丹戎不碌港海關官員在接受本報采訪時說：“印尼只允許進口幹淨安全的廢金屬。”然而，對于“幹淨安全”，他也沒能給出一個明確的具體標准。

廢五金回收-廢金屬拆解業亟待綠色化

正午的陽光炙烤著大地，老林卻沒有塑膠回收休息，他經常要幫客人拉的廢五金回收貨，是從各種舊電機、舊電腦、舊線路板上拆下來的各種可以再利用的舊物資。

他習慣開著他那輛小型貨車，在溫峤鎮政府附近尋找生意。溫峤鎮是一個拆解業相對集中的地區，就在周邊的一些村落裏，比如桐山和橫路頭，就布滿了各種小型拆解場地和家庭下腳料回收作坊。

溫峤鎮的固廢拆解業興起于上個世紀80年代，近幾年來，該行業發展迅速，溫嶺市環保局汙控科科長潘雲晖告訴CBN，溫嶺市的拆解業，主要集中在澤國、新河、溫峤三鎮，有定點拆解企業，也就是有資質進行第六類第七類垃圾拆解的企業，共7家，年拆解量爲19。7萬噸。

此前，當地媒體報道說，溫峤鎮共有25個村384戶村民從事拆解行業。不過潘雲晖表示，對于家庭作坊式的拆解點到底有多少，很難搞得清楚。

長期存在固廢拆解現象，使得當地的環境嚴重惡化。報道稱，桐山村因爲汙染，那裏的地下水和山泉水已不能飲用了。固體廢物拆解還帶來了露天亂焚燒，産生的有毒有害煙塵和氣體，也使得澤國鎮新秋村一棵百年老樟樹汙染致死。

汙染的問題，相當長時間以來都困擾著台州的拆解業。但是對于台州來講，今後的經濟發展，無論如何也缺少不了拆解業。

把垃圾做成事業

台州的廢舊金屬綜合利用産業始于上世紀七十年代末期，以原路橋峰江鎮(現峰江街道)爲主，主要以拆解國內廢舊物資爲主，他們把全國各地廠礦等部門、單位裏報廢的舊機械、車床、汽車、電機等物資買回來拆解，有修好可再用的小機床、電機等，清洗、修理好供給當地民營小廠繼續使用；不可修理的，就整體拆解成鋼鐵、銅、鋁等金屬，供給當地民營工廠做原料。

這些廢金屬經拆解後彙集到市場，重新開始組合分配，比如一只舊變壓器解體後，機殼經焊廢銅回收接可造農用鐵殼船，散熱扁管拉圓後可做落地式電扇、木工鑽鋼管和防盜窗，矽廢電線回收鋼片是家用電器制品的材料，銅排用作沖制小商品，變壓器油改制潤滑油，大量的銅、鋁、鐵運送到冶煉廠回爐或經加工變成銅絲、鋁絲和其他産品。

1991年底，峰江已經擁有廢金屬銷售市場2個，個體拆解點200多個，從業者超過3000人，年拆解廢金屬材料10多萬噸，成交總額達到3。5億元。之後，峰江的廢金屬收購從國內延伸到國外，進口廢舊物資占到總拆解量的90%以上。

在拆解業興起的同時，台州的工業也正面臨著原材料緊缺的困局。數據顯示，當時台下腳料回收州工業每年大約需要鋼材12萬噸。而國家計劃配給的只有0。7萬噸，且計劃兌現率僅爲30%到40%，爲台州所需的2。3%。市場需求推動著台州固廢拆解業迅速發展。
